Create resource groups, add up to 100 domains or applications in one request, and empty groups safely.
Create the group first
The key needs protection-resources:write. A restricted key cannot create a new group.

Each item is processed independently. already_exists means a duplicate was not created; limit_reached means the plan limit is full.

A group that still contains resources returns 409. Move resources with PUT /v1/protection-resources/{id} or bulk-delete them, then delete the group.
